configure system updates

Hello Basiners,

I updated the configure system and committed my changes to svn.

The highlights include:
        all libraries except mpich2 and boost being optional
        --with-<library> flags should do a better jobs of respecting the
intended action of the user
        a status report at the end of the configure process
        some redundant or auto-generated files removed from svn

When you do your next svn up, you will most likely want to do a
autoreconf
configure
make
make install

just to make sure the changes are applied successfully. If you have any
problems with this, please let me know and I will try to resolve them asap.

Otonyo, since you had to a lot to get basin to find the libraries on
your system, it might be helpful to see if the new changes help to build
basin correctly on your system. However, if things are working and you'd
rather not mess around with them, let me know and I'll test the changes
on another system.
