Update to mockup

I made the following changes:
** Introduced versioning to protocol and apps. Current version=0.1

** Added PROTOCOL.txt, which is a more formal specification of the
protocol, including the binary and selection query protocols. There
is also a discussion section there (well, me discussing with myself)
about what may need to be changed/added

** Changed the argument names to some commands, so that the dataset
ID argument is always called DSID (used to be called WITH in the
EXECUTE message, and FROM in the SELECT message). It seemed clearer
to me. If you have any nitpicks with any of the names and/or formats,
please let me know. I'm not married to any particular convention, and
now is probably the time to change these things!

** Mock_partiview now actively transmits any selections that are made
(by sending a SELECT message)

** Mock_bovine now keeps track of selections, and you can invoke a
menu command from the command line by typing "menu <dataset> <cmd>" -
i.e.
|> menu dataset1 Crop

I updated /usr/local/src/mockup on neptune. Stuart can check out this
version from the cvs repository (:ext:cvs.ncsa.uiuc.edu:/CVS/ETG) with
> cvs co -r VERS_0_1 basin/mockup.
