CVS is back and Genvector has operators

The CVS server is back up and running, and on it you can find a version that has basic operators defined on Genvectors/BAs. Functions such as log and trig functions still need to be implemented, as well as basic operations on our complex type (fftw_complex); these are fairly trivial, so expect them to appear on the CVS within the next day (maybe tonight time permitting). The code could still use some work to be made nicer on the eyes, but it should not spew debugging statements at you. A basic example can be seen in the file src/Basin_demo/basin_local.C and be run by:
mpiexec -n [num_proc] ../usr/bin/basin_local
from the data directory.

I do not have time at the moment to rigorously test all cases, so if you break something or find a debugging statement left behind, please let me know.
